The ACPF and CPPAP discussed measures to further enhance our cooperation at the meeting held in Manila on 20 May 2018.

The CPPAP is an overseas cooperative organization of the ACPF (official name: Crime Prevention Practitioners Association of the Philippines).

Mr. Yamashita, Secretary General, and Mr. Yoshida, Director of the Programme Management Bureau, who attended UN Vienna Commission on Crime Prevention and Criminal Justice in May this year, visited Manila on the way back to Japan and had a meeting.

The participants focused two points.

1 How to further enhance the management of Phil-Japan Halfway House (PJHH)

2 Seminar for Japanese companies advancing in the Philippine

PJHH has been assisting reintegration after release of prisoners through providing living space, foods, vocational trainings etc. in the PJHH for more than 20 years. ACPF Nagoya branch has been continuing financial assistances and obtained appreciation from the CPPAP. In September 2017, signing ceremony of the MOA of PJHH was conducted in Tokyo. The significance of further cooperation among Philippine Department of Corrections, Parole and Probation Administration, NAPOLCOM, CPPAP, the ACPF and others was confirmed. In order to more activate this movement, the ACPF and CPPAP agreed that ACPF Japanese members are welcomed to visit PJHH in Mutinlupa, have meetings with CPPAP members, and visit criminal justice institutions from 21 to 24 March 2019.

ACPF will inform our members of the concrete program of the ACPF trip to the Philippines soon. You are most welcome to join the trip.

The plan of seminar for Japanese companies is a new project. In Thailand, ACPF Thailand seminars for Japanese companies have been held every year since 2013. The number of companies attending the seminar exceeded 100, and about 20 ACPF Japanese members attended the seminar from Japan last February in 2018. The last seminar got high reputation.

By taking a good example of the ACPF Thailand seminars, discussions were made for preparatory works to hold its similar seminar. We will proceed to choose attractive themes and appropriate lecturers. We agreed to make efforts to hold the first seminar in Manila in July 2019.

The 27^th Session of the UN Commission on Crime Prevention and Criminal Justice (CCPCJ) was held from 14 to 18 May, 2018.

The commission is annually held as an intergovernmental conference and discusses on agendas and administration of UN Crime Congress which is to be held once in every five years.

The ACPF attended the Commission in capacity of a UN NGO. UNAFEI and the ACPF jointly conducted Shikita Memorial Event on 16 May.

During the Event, many speakers delivered their appreciation to Mr. Shikita, former Chairperson of the CACPF, for his contributions to the UN, and their expectation to the ACPF activities in the future.

→ established the ACPF in 1982

→ took an active role in the UN Criminal Justice field for many years (Refer to No. 60 ACPF Magazine)

→ passed away at 85 years old on 12 September 2017.

Shikita Memorial Service was first conducted at the Lawyers Club, Tokyo, on 30 November 2017.

The ACPF received many condolence mails from Vienna and around the world. UNAFEI and the ACPF held Shikita memorial event to express our appreciation to Mr. Shikita for his international contributions.

The Shikita Memorial Event was carried on Mainichi Daily News on 18 May with a title “Memorial Service in Vienna for Mr. Shikita who contributed to enhancement of internationalization in the legal profession” .

→supported more than 500 inmates for their reintegration into the community until 2017

＜Mr. Severino H. Gana＞

Mr. Severino Gana is Assistant Chief State Prosecutor of the Philippines.

He participated in the 89^th UNAFEI international training course in 1991.

He visited UNAFEI as Visiting Expert for 9 times from 1997 to 2018.

Mr. Gana visited Nagoya with two members of the Makati Golden Lions Club and exchanged opinions with ACPF Nagoya members and Nagoya West Lions Club (NWLC) members. Mr. Hiroyuki Yoshida, Director, Programme Management Bureau, ACPF Headquarters, attended the meeting.

Mr. Gana expressed his gratitude to NWLC, ACPF Nagoya and ACPF Headquarters for their support of the activities of PJHH.

MGLC reported its consecutive assistance to PJHH activities (donation of daily goods and dispatching lecturers of the training programs).

They discussed a future program of CPPAP seminar for Japanese companies advancing the Philippines. (Similar seminars for Japanese companies have been held in Bangkok since 2013. TIJ (Thailand Institute of Justice) and ACPF Thailand jointly held their fifth seminar in February 2018.)

ACPF is considering its inspection visit to Phil-Japan Halfway House in March 2019. ACPF members are most welcome to join the visit program. ACPF will send the members information on the trip later.

Saitama Branch with joint cooperation of Saitama Volunteer Probation Officers (VPO) Counseling Study Association every year conducts a seminar and a study meeting to extend knowledge of members.

This visit was made by joint delegations of Saitama VPO Counseling Study Association and ACPF Saitama Branch.

The former visit was to Fuchu UNAFEI three years ago (refer to ACPF No. 57). This visit is to Akishima UNAFEI relocated in October 2017.

After they saw inside the renewed UNAFEI building, they got briefings of the UNAFEI activities.

Participants expressed “We are impressed very much with the wonderful facility” and asked questions about UNAFEI training programmes and their durations.
